Indeed. When the new Rulebook is done and published online, people will have access to the new tweaks. They can start using these new rules if they like or ignore them and play the base game with original rules. Nobody needs to buy the expansion and can continue to play the original game how they want. When a list is published of the card tweaks, they can choose to play with those tweaks or ignore them.
When the first expansion came out for TI3, I bought it and got some replacement cards for ones that had been tweaked. My friend didn't want to buy the expansion, so he 'changed' the cards he had to the new wording.
