In the Volkare's Quest setup, it says "Volkare counts towards the number of players", but I wonder if this is taken literally for every instance of "number of players" in the rules. The reason I question this, is the rule concerning combat outcome on page 19. Volkare loses a turn if you fight him and eliminate "at least twice as many tokens… as there are players in the game". In a two-player game, using the literal interpretation of the rule, we need to eliminate six of the 11 units. A three-player game would need to eliminate eight of 16. Four players need 10 of 19.
These numbers seem pretty drastic. Also, they make the book-suggested tips of attacking him repeatedly to keep his round order token face-down impossible. You could only do it once. I understand the tip may be worded for these who have pumped up Volkare to higher levels, but overall it still seems very difficult to ever get Volkare to skip a turn, effectively removing this tactic from the game.
I wish they had chosen two different terms for "actual players" and "players". What are some thoughts on this if you have tried this scenario, and does anyone of official capacity have any clarification?
