Just to jump in here: yes you always have to completely block an attack. However, if you have effects that reduce the attack of an enemy, you only have to block (and take damage) from the reduced amount.
With Cumbersome enemies, each point of move that you spend during the combat phase reduces the attack by one. If you're being attacked by the Ice Catapults (Ice Attack 8?), you could stop their attack by playing 8 points of move, or 4 points of move and either 4 fire block or 8 normal block. Or you could spend 4 points of move and simply take 4 damage from the attack. You could not play Fire Block 4 and take 4 points of damage, as partial blocks are useless :)
