Well, you would have to come up with the influence. The typical output of low level units isn't too much greater than the 2 Influence to ready them. E.g., Peasants produce Influence 2 or Move 2 or Attack 2 or Block 2. That's not a huge win in exchange for Influence 2. The value of units, of course, is that you can "store" their power until you need it all at once. It would clearly be better if you could ready multiple units, but I don't know if I would say overpowered.


Lets imagine that you have 3 peasants recruited, all spent. With the (discussed) stronger effect of the card you could ready them all… so you are using 6 influence to create a pool of 6 “generic” points that you can use whenever you want later in the round, in 2-points increments, to generate either attack, block, move or influence. That is pretty awesome imho :D Maybe not the most OP movement in the game, but unbalanced enough.
