I disagree this is the natural, or only, meaning of the words "counts twice".

Apart from bringin in the easy and obvious example of Maximal Effect (which does the *same thing*, just on any different card), when you have to stop the flow of the action to apply the immediate "counts twice" effect in that precise moment, to what do you want to apply that effect?
