Well, I'd say yes, it makes sense thematically.

Though it would be interesting to know if we can play it only at the start of the Block Phase on the summoning monster (thus not knowing what will be used for the attack), or even after the brown monster is summoned.

I just remembered that the summoned token is never considered an enemy, so Chill can only be played before drawing the token, because after the token is summoned, the summoning monster is "protected" from any effect (including Chill spell).

Ofc I think that there should be a special exception regarding the discard of the summoned monster at the end of the Assign Dmg phase in this case, in order to use it during the Attack phase.

But an official answer would be the best thing for this case.
