I'm not convinced that "more risk" means "less attractive". Risk is generally good, especially in a game with more than two players, if you do as well as the average player, you won't win.


But if the higher risk doesn't potentially earn a higher benefit, it is just not worth it.
Tombs are already raraly visited; a dragon you know isn't that hard to fight, but a dragon you don't know can hurt you very much. If now more dragons are added and thus there are more possibilities you have to adjust to, you'll never enter a tomb.
Perhaps even more important: early-game dungeons. atm you know that you could enter a dungeon with block 6, and you know that you'll get through the dungeon with a good chance of success or at least few damage: the most dangerous foes Medusa and Minotaur will be blocked (and are both not that hard to kill), both Gargoyle and Crypt Worm will be blocked. That's 80% chance of taking no damage (if it is the first brown encounter in the game). Only the Werewolf is going to hurt you. And you could still decide to ignore the small damage the Gargoyle does (or even the Crypt Worms damage) to get hurt, but also kill them. That's calculable risk and leaves you some choice.
Adding more brown monsters with different stats will enhance the risk of getting damage. But it will not enhance the chance of winning, or make the reward better. Thus it will only make the game harder, and especially make the hidden enemies much stronger compared to the known enemies (Orcs, fortified locations by day etc.).
And 48 tokens is 6-8 per color, i.e. 1-3 new types per enemy color.
But I suppose the new tiles will feature new locations, and those new locations will have their own colored enemies. And if the new enemies stay inside the given boundaries, there's no problem at all :-)
