Well. If it's "obvious," then that makes me pretty stupid for asking, doesn't it? :)
The reason it's not obvious to me is that the phrase "increase one attack of an enemy by 2 and reduce Armor of the same enemy by 2" doesn't impose an after/also structure. It just says those two things both happen simultaneously, not that the armor reduction is contingent on the attack increase.
I also don't know that a summoner's attack can't be increased. If it doesn't have an attack, can it be increased? That seems like a philosophical question that you'd need official input to answer.

Based on the wording, it seems to me that you can target the summoned monster with the skill...but then it would be the monster's armor that reduces (uselessly), not the summoner's. This in fact seems...dare I say...obvious. ;)
