Mark and Viet, you both leave out the main "gamey" element in your counter points, the last tile flip. This mechanic encourages you to have Volkare reveal the second-to-last tile on one side of the map so that you can reveal the last tile (the city) as far away as possible. That is very "gamey".

I feel either randomizing the core tiles so you don't know which is the city, or laying all tiles out before hand could possibly make this better.
